Or any bureaucracy for that matter. In my 30 plus years as a business analyst in the medical industry I found that even "honest" data and reporting can wind up with certain spin after it is placed in the hands of senior management. Everyone has an agenda, therefore we are often left with lies, damned lies, then finally statistics.
