Not sure about these specific companies, but this tactic is basic “tradecraft” for intelligence agencies, here in the US, in Russia, and probably everywhere. The CIA has countless “private” companies that are actually fully controlled by the agency, which can be used to farm out dirty work so it can’t be traced back to the government. Victor Marchetti exposed the use of these infamous “Delaware corporations” back in the 70s.
