I have read news reports that Alex Acosta, the current Secretary of Labor, was the one who signed off on that plea deal. There have been numerous stories questioning why he did it and trying to tie this to President Trump, his current boss, who also knows Epstein.
The fact that Jim Comey’s daughter is one of the prosecutors, and that the case is coming from the Southern District of New York, which is known to be filled with people who hate Donald Trump, does not indicate to me that this case is going to bring down the Clintons, but will instead, be used to smear the President with false and vague accusations and innuendos.
I hope I am wrong but the whole Mueller investigation has been a bust for them and they need new red meat to throw to the press jackals and the low info voters!

I think that it would be the Prosecutor, not the FBI Director, who makes such deals.
