Federal law allows foreign nationals to donate to U.S. citizens - up to $100k per person with no report necessary to the IRS.

There are plenty of U.S. citizen Turks who’d be more than willing to be the middle man to pass funds on to Omar.

Foreigners figured this game out ages ago - how do you think a town’s tiny muslim population can afford to build a $5 million mosque?
