Having read the article and reading of keane's conditional statement, I still disagree with keane's negative read.
Talking across the table instead of lobbing missiles across the ocean is "making progress".
Keane's position is that we should not reward NK with further negotiations, UNTIL they've made progress on earlier promises.
You don't gain anything in a 3rd negotiation if they remain non-compliant with the conditions of the 1st negotiation.
