Having read the article and reading of keane's conditional statement, I still disagree with keane's negative read.

Keane's position is that we should not reward NK with further negotiations, UNTIL they've made progress on earlier promises.
You don't gain anything in a 3rd negotiation if they remain non-compliant with the conditions of the 1st negotiation.
Exactly. And not only stop firing missiles, but stop testing nuclear devices and got some prisoner remains returned as well.
