5 feet of ice seems a bit farfetched. Probably not the doing of mother nature but instead where city crews piled it up after clearing off a sidewalk or plaza or something.

Probably inches of sleet and not feet.

The hyperbolic pictures you are seeing are places where sleet collected after heavy rain washed away the sleet.

Summer hail storms in Mexico are not unusual. Here is one from 2013: https://www.youtube.com/watch?v=B_YG8Eo5Qho

The hail comes with rain and so the run-off is ice filled and accumulates where it is restricted. This is piss-poor journalism all around.
