No rational person would think that ruining people’s recreating and environmental activism outweighs national security. I am not sure I agree. Once environmentalism becomes your religion, and your creed is "save wildlife", and the positions of the Sierra Club and Greenpeace are your catechisms, then the outmoded concept of a nation state means nothing to you, let alone the principle of "national security". It is a completely rational position for the religious environmentalist who worships at the trinity of earth, wind and fire.

He should send Federal Marshals to the area with order to arrest any attempt to stop construction. When will Trump learn that these judges have no power.

It would not suprise me in the least if Trump does exactly that in his second term, and the Dems scream bloody murder. If Trump's legal team has any guts and brains, they will support him with strong constitutional arguments and stand against unconstitutional federal acts and decisions.
