Exactly - it’s the action of a member of a shadow government. The real question is: if Trump ignores this ruling and orders his Administration to redirect the money, anyway, will they obey him or the judge? I think the disturbing answer is that there are enough Obama plants in place to make ignoring these injunctions virtually impossible and the President’s staff has advised him of this.
