I have been wasting my time trying to figure out how the media came to their conclusions and their headlines. Can't find it. You have summed it up very succiently. When Commerce does what they have been told to do, the District Court can't rule in favor of New York, and they won't be able to declare that the Commerce Secretary decision is arbitrary and capricious. The only thing they can do is approve it. I think that is what Trump intends and he can proceed with the question in the Census.

I have a twit thread today from my court expert Zen Master.

Toobin (no conservative) says the citizenship question WILL be on the census. Lib blogs are freaking. Judge Nap says it was a “blow to Trump.”
