I thought the House version was the bad one and that did not go through in the Senate.

House Bills ALWAYS get sent to the Senate, where they are 1) ignored ( tabled ) 2) voted on 3) the Senate writes a new one and then sends it back to the House for them to vote on.

I'm beginning to think that it would be a good idea for this site to have a section that explains how our government works ( all branches ), for reference, for those who either never learned this in 5th and/or 9th grade.
