"Should have" doesn't much matter when there are thousands of Lon Horiuchi equivalents in SWAT teams and other armed roles in US law enforcement.
They're absolutely not the majority but they're also in special roles, not working the daily routine most police work.

I stopped trusting Federal apparatchiks long ago. I am seldom proven wrong in doing so.
