In my not so humble opinion, the ranking of issues is the single most manipulative question pollsters can ask.
They can ask several questions before to “set” the voters mind, and any such questions can be prefaced with all kinds of bull shite comments to get a particular result.
For example, on healthcare (really, medical insurance). Lots of Americans can be concerned, because Obamacare blanked it up so much, it’s almost impossible to get a policy like one had before 2008. And that is concerning.
Additionally, I could ask all kinds of questions based on democrat investigations and press stories of/on Pres Trump, and THEN ask how they feel about Trump. Guarantee it pushes his overall numbers down.
