Read your article: Recently, the Department of Justice (DOJ) issued guidelines for Federal prosecutors in states that have enacted laws authorizing the use of medical marijuana. ... Those are for federal prosecutors, they have nothing to do with state-level courts. And, unless Nevada included a section exempting government employers from the ban, any city, county, or state level organization cannot refuse to hire. Only a Federal entity could do that, even though the Federal MJ ban has no authority under the Constitution.
