The man killed, who was identified by family members and local officials as 21-year-old Brandon Webber, was being served multiple felony warrants by the Marshal Services Gulf Coast Regional Fugitive Task Force and other law enforcement agencies, according to police. The suspect rammed into the marshals car and then displayed a weapon, said Keli McAlister, a spokeswoman for the Tennessee Bureau of Investigation, in a news conference early Thursday.

The police there need “slippery slime”, an acrylic polymer-based powder that when sprayed into the air along with water makes a coating on concrete or asphalt too slick to walk or even drive across.
Used tactically, it blocks routes of escape for a riot, then the police push the rioters back into it. The only way to cross it is on your hands and knees. So if the police want, they could arrest all the rioters caught in the trap.
