No one knows who is responsible. It could be a false flag operation. Iran might not be responsible; there are more than enough belligerents to go around in that region, and a lot of players who would benefit from a rise in oil prices.

In the last 4 ship 8ncidents the serial numbers on the mines in the area matched known Iranian mines per Sec. Of State Bolton.
