Dead and non-existent D@mocrats vote in every election. It's part of the electoral environment. If Cruz had mentioned voter fraud, the response would have been, "Thanks a boat-load, Captain Obvious!"
When I lived in New Mexico, the D@mocrats would wait for the State totals to come in, and if the election was close enough, they would "find" enough uncounted ballots in Socorro (or some other Party stronghold) to swing the results their way. But fraud only works if an election is close - as Cruz said, it's all about turnout.
