I wish I had "THE" answer to this disgusting problem, but I'd have be be an all powerful dictator to do what needs to be done; though even some things I know of would help, the real problem is that some people just can't refuse to be helped.
In a way, you one can sort of understand the draw of SOCIALISM/COMMUNISM for some, in times of great hardship and actual tyranny/social immobility ( you're stuck forever in what class you were born into );however, none of that is true , today, here in America.
