Since Barr is the Attorney General of the United States and the DOJ is the parent agency of the FBI that excuse shouldn’t hold water. Barr can basically see anything he wants to see.
Barr SHOULD be able to see anything he wants from his subordinates at the FBI. However, I refer you to Trump's recent direction to the IC:
Today, at the request and recommendation of the Attorney General of the United States, President Donald J. Trump directed the intelligence community to quickly and fully cooperate with the Attorney Generals investigation into surveillance activities..."Reading this, it's obvious Barr went to the President and told him that he is not getting cooperation in his investigative efforts. Add in Wray's repudiation of his boss's statement that POTUS was spied on and his failure to fire anyone despite solid evidence against them. In fact, last year Wray threatened to resign if forced to fire McCabe and other senior FBI officials involved in the witch hunt. I would be happy yo find out that Wray is a good guy, but so far I see no evidence of that.
