You would be astonished at how utterly incompetent the federal agencies are at anything having to do with IT, well anything at all. They don't recruit and promote based upon technical competence.

No. Federal agencies are managed by yes "persons" who would have been comfortable in the German Democratic Republic, only on average not half as bright. Most of the rest of the employees are Crabs in a barrel and a sprinkling of long sufferers with too much time in to blow off their benefits and retirement.
