Trump can’t pardon Manafort for whatever they want to charge him with in New York state.

I know this is what they are saying these days... but until recently I had never heard anyone make that point. Was it always true, or is it something that has only become true now that Trump is in the White House?

That has long been my understanding: The Presidency is Federal; interfering in non-Federal charges would violate States’ Rights.
