Julián Castro on Monday released a plan that the Democratic White House hopeful said would reform the U.S. policing system and heal the relationship between police and their communities.
With the "People First Policing Plan," Castro wants to set new national standards on police conduct, increase transparency and accountability in police departments, seek to end over-policing and address violence and harassment against minority citizens.
From Stephon Clark, to Pamela Turner, to Tamir Rice, far too many lives have been tragically cut short at the hands of a broken police system, the former Housing and Urban Development Secretary said in a statement.
Im proud to put forward my People First Policing plan to set new standards for police departments, hold officers accountable for excessive use of force, and begin to heal the divide between police departments and the communities they serve.
To end over-policing and racially discriminatory targeting, Castro's plan would restrict the use of deadly force, invest in technology like body cameras, require extensive implicit bias training and end stop-and-frisk.
The plan also outlines the creation of a public national database to track decertified police officers and make it easier to prosecute police officers for misconduct.
The platform also includes several ways to help improve the frayed relationship between police and the communities they serve like deprioritizing enforcement of minor offenses and mandating community-led trainings.
The new plan is Castro's third policy rollout of his 2020 campaign, following immigration and education platforms.
The former San Antonio, Texas, mayor has struggled to stand out in the crowded Democratic primary, polling close to 2 percent in most national and state surveys.
it may make their jobs harder, but they arent doing their jobs anyway. So-called Law Enforcement is a joke with 15 million illegals here, id laugh but it makes me cry. The cops are all union pensioners that voted for Castro, so when he castrates them i will laugh at their folly, and cry for the victims they did nothing to protect for the last 30 years.

The ironic thing is that the same racial population the Dems claim to support by reducing enforcement will be the ones harmed by having more criminals living amongst them and preying on them.
So, all we need are:
1. new national standards on police conduct
2. increased transparency and accountability in police departments
3. seeking to end over-policing and
4. address violence and harassment against minority citizens
and the out of control violence in Chicago will stop? Please. Julian Castro talks as if these criminals are logical, rational people who will just drop their guns and start hosting tea parties at 4 PM if only the cops were nicer people.
We do not have a “US policing program”. The President should have nothing to do with state and local law enforcement.
They have an utterly out of control national embarrassment known as the “FBI”, or “F-Troop” if you prefer.
Fix them first, then tell us how the feds can improve city police dealing with the black and mexican crime wave in street encounters.
“If Julian Castro can get criminals to be less violent and commit fewer crimes I believe his plan can work.”
The big challenge he has ahead of him is to stop allowing those violent criminals the shield of sovereign immunity.
“Over policing” is when the police invent reasons to stop people, they make up crimes to arrest people, and they force their way into people’s homes without warrants...in short they routinely violate the law and hold the Constitution in contempt all in the name of ‘law enforcement’.

Too be fair, they SAY they don’t want/need the cops no how...until that *ONE* child is killed that can catch the news and the cycle begins again: “Why aren’t you policing these ‘hoods?” “You need to do *something* ‘bout this crime!”
