If they were part of a group, they may have been infected en route by someone who had it. We don’t know how many people die before they reach the border.
This is a an old story from over a month ago. There was a group of 20 Congolese invaders in Laredo who were being monitored for Ebola but they broke out of the holding center. Several weren’t caught so are roaming our streets.

OK, thanks for posting link...It is 1.5 months old...and the numbers of detained are different...Could be different story or different status?
