Only then pull the tariff.
If illegal crossings thereafter increase by more than x%, there’s a 10% tariff for 6 months, and crossings must decrease.
Rinse and repeat with 15% next time.
This is the type of plan they need. Something clear, simple and easy to verify. Something where enforcement does not necessitate a shooting war at the border. That would be the last scenario we needed just before Election Year.
