Its not a matter of “enthusiasm”; its a matter of recognizing the reality that government workers love the hand that feeds them and fear the thought of having to produce and compete in the private sector. They love their secure cocoon. And I find it odd that you characterize data from Federal Election Records as “anecdotal”.
I have worked with countless people inside a broad swath of many different federal agencies and can assure you that the vast majority of civilian employees are Democrats. Its so glaringly obvious to all but a few.
I’ve also been in the military and worked inside DoD. I do agree that that environment is a little different politically but I wouldn’t be surprised to see that it too is becoming bluer over time.
