It still stuns me that no one in power saw this coming from 1989-2016. Especially during the Clinton and Bush (I & II) years. It was as plain as the nose on anyone’s face and was totally ignored.
That being said, the threat assessment is always a bit of an exaggeration, designed to scare up funding. I remember the threat assessments when the USSR was still around. They were always 10 feet tall until they turned out to be midgets.

It was seen, there were congressional hearings, but the conclusions and recommendations were mostly ignored.
For example, see the 1989 book "Made In America: Regaining the Productive Edge", MIT Commission On Industrial Productivity.
