This should not be. Given that it is, though, and assuming the system will not permit it to be fixed, what is an important part of a conservative response.

1. Conservatives must find a way to convert these people to conservatism as quickly as possible. This will benefit them and us whether they stay or return.

2. Find a way to sort the hard working and moral from the freeloaders and criminal. Send only the good ones to red states.
