There is a group of Chassidim whose forebears hail from Sculeni (which is Skulen in Yiddish), a town in Bessarabia, which was inside Moldavia and the Ukraine. They are known as the Skulener Chassidim. There is another group of Chassidim whose forebears are from Bobowa (Bobov, in Yiddish), Poland. The leader of any group of Chassidim (and there are many different groups) is called the Rebbe. The Rebbe is the rabbinical authority for each group of Chassidim; at his Sabbath or holiday table, many of his followers sit and listen to his scholarly lectures about some aspect of Torah. The event of the Rebbe holding forth about Torah around a table is called a tisch (Yiddish for "table"). Chassidim consider it a great honor to sit in at a tisch and even to take bits of the loaf of challah that the Rebbe ate from.
A TLC plate in NYC stands for "Taxi & Limousine Commission", meaning it was a taxi or Uber type of car these subhumans uttered the curses from.
