Western PA has record low unemployment numbers according to an article I saw the other day. I saw a lot of these people and areas affected by the atrocious policies of the former administrations. That could make up the 10% right there. They have jobs and hope again and the attitude must of improved.
If that were the case, they wouldn’t have voted blue again in 2018.
U.S Steel is relighting the blast furnaces and adding more coke ovens. Lots of happy people in the Mon valley.
