Speaking from the Rose Garden Thursday afternoon President Trump introduced a new legal immigration system, in addition to a plan that bolsters border security.
"Our plan includes a sweeping modernization of our dysfunctional legal immigration process," Trump said. "The system will finally be fair, transparent, and promote equality and opportunity for all."
According to a briefing by senior White House officials prior to the speech, the goal of the new system is to treat border security scientifically, rather than as a political issue, in addition to implementing a merit based legal immigration system. Both will be done while maintaining a number of key principles, including protection of American wages, keeping the number of green cards issued per year at one million, attracting and maintaining the best, unifying immediate family, providing labor to critical industries and preserving humanitarian values.
We are here on this beautiful spring day to unveil our plan to create a fair, modern & LAWFUL system of immigration for the U.S. If adopted, our plan will transform America’s immigration system into the pride of our Nation and the envy of the modern world. https://t.co/YqyTYgTByD— Donald J. Trump (@realDonaldTrump) May 16, 2019
The biggest changes come with a merit based legal immigration system, rather than U.S. citizenship through family ties. The merit based system uses points to assess citizenship eligibility by evaluating English proficiency, employment offers, pledges of investment or job creation and educational or vocational certifications.
In order to ensure proper border security infrastruction, without getting caught up in political debates, the White House wants to establish trust fund to best ensure financial resources are properly available.

During his remarks, President Trump also called for changes in U.S. asylum laws. Currently the asylum backlog sits at 900,000 cases and is being rampantly abused by Central American adults to gain permanent residence in the U.S.
"We must also restore the integrity of our broken asylum system. Our Nation has a proud history of affording protection to those fleeing government persecutions. Unfortunately, legitimate asylum seekers are being displaced by those lodging frivolous claims." pic.twitter.com/7VVuqHhhRc— The White House (@WhiteHouse) May 16, 2019
Senate Judiciary Committee Chairman Lindsey Graham introduced legislation earlier this week to solve the current border crisis by reforming the asylum system.
What I'm trying to do is stop the flow coming from Central America to regain control of our border and stop a humanitarian crisis that I think is just going to get worse over time. One of the most important things I can stress to you is that people are trying to get caught. They're not avoiding getting caught," Graham said. "So when we talk about building a wall as Republicans, that makes sense to stop illegal entry into the country, try to direct people into areas where we have a better chance of apprehending them. That doesn't work when the goal of the person is to find a Border Patrol agent and turn yourself in."
Meanwhile, House Speaker Nancy Pelosi is calling a merit based immigration system "condescending."
Hurray!
.. and the Wall?
The Wall will be built , - we all hope!
Because constructure of infrastruction is vital to the national interest.
Why should we be asylum central ?
Birthright citizenship ? Yep, stop that crap yesterday.
It's a start
“keeping the number of green cards issued per year at one million”
Sure. As long as they come from countries specified in the 1924 National Origins act.
For 55 years now the entire flow has been from any countries EXCEPT those.
People who have nothing to do with the original Americans and even consider us their enemies now live here in massive numbers and agitate to break up our nation constantly.
Did anyone ever envision 60 million Asians, South and Central Americans and even Africans coming to the United States 2 centuries after they were established, and had become the dominant world power?!
We never “needed” a single one of them. The benefit was entirely to the immigrant aliens themselves: they got to cash in on the biggest lottery in human history, with absolutely no justification on their side except...they had nothing to do with us, or worse, had a grudge against us (think “Mexico”).
And before someone says “you’re being too critical! Don’s doing what he’s got to!” all I can say is answer the question: did we “need” 60 million utter aliens?
No. We didn’t. When they started coming, that was when the Left was telling us we were “overpopulated” and we needed to limit ourselves to “replacement” families of two children each. In a country where families of 8-10 were not uncommon, Protestant OR Catholic.
What we are confronting now is a social experiment of vast and terrifying proportions, one where an incredibly successful nation decided to swallow a pill that possibly would kill it...no one knows. The experiment isn’t over yet. But the symptoms so far aren’t promising.
We all know that this is a bridge measure: he’s going along with 1 million since that’s a number the corporations want to keep wage demands in line. And the skills focus is to re-orient the whole thing away from millions of half wits from third world s**tholes into something vaguely sensible.
But it was all NEVER necessary. It was and is a replacement program dreamed up by people with agendas against America.
No point in continuing to appease their agenda by just skewing it a bit. How bout just stopping it cold in its tracks?
I heard Pelosi and Durbin calling President Trump's proposed merit system condescending....what an awful attitude.
Hey Pelosi, what are you doing about your filthy city on the Bay? Is Pelosi in the drug business, is that why she doesn't want a wall...to slow the drugs entering this country down?
The entire system has been a shambles ever since drunk Uncle Teddy opened up the floodgates to illegals in the early 60’s.
1 million new people per year! I might be up for that if it hadn’t been for such a flood in recent decades of legal and illegal aliens coming with no plan to deal with those here illegally.
We have enough traffic already.
The list goes like this -
1) southern barrier;
2) require eVerify to hire;
3) end all chain migration;
4) birthright per Minor v. Happersett (plural parents);
5) end work visas;
6) 10-year moratorium on all new applications for citizenship (40 years to allow workplace automation effects on downsizing population)
7) demonstrate English proficiency to acquire citizenship and pass civics test.
This is the enforcement missing from the 1986 ONE TIME amnesty.
Congress will never pass that. Not even Republicans there will pass it.
Congress has absolutely zero intention of stopping this invasion. Period. They don’t care what the polls say. They don’t care what you say when you call their offices. They don’t care who’s elected president. Congress is bought and paid for by people who are making a lot of money off illegal immigration.
Then you have 40% of the country that want open borders.
So we are fighting a losing battle.
“Sure. As long as they come from countries specified in the 1924 National Origins act.”
You must be one of them White Nationalists. We have been betrayed by money whores and other despicable vermin.
“The merit based system uses points to assess citizenship eligibility by evaluating English proficiency,”
WE NEED TO ADD to this bill a section that requires the toughest testing of English proficiency before citizenship, and we need to BAN FOREIGN LANGUAGES on our ballots.
+1
The 1965 immigration act was not only based on a lie but the worst legislation ever passed.
All this is so overdue
Thank you are a great and wonderful president Donald J Trump who apparently never sleeps!
The anchor baby is unlawful that laws was done for black slaves kids so they could become citizens not any one who birthed a child on USA soil.
The main problem with the current system, and with the Bush and McCain comprehensive reforms is that they did not benefit the immigrants. They are not written to benefit the taxpayers and citizens.
They are written to benefit the lawyers. They made the system as complex and in need of a lawyer as possible.
Is Trump’s system designed benefit the lawyers? Or the rest of us? I haven’t read it yet.
Ah, not so fast. Go check out Ann Coulter’s Twitter feed. This plan is a gift to the Chamber of Commerce types and the Koch brothers. It says nothing about the so-called Dreamers, so do they get to stay? How about all the illegals still swarming over the border and where is the wall????
“People who have nothing to do with the original Americans “
The way we lose the message and create the wrong impression.
Millennials need this badly.
