I have said - twice - that Biden CAN control his impulses when his wife is around...because it says exactly that in the subject article. Thus, I simply do NOT believe that this is his (perhaps, and perhaps not) somewhat botched operation causing him to do all of this groping, self-exposure, etc. It is, IMHO, just who Joe is, because it is who Joe has always been. He only stops when his wife is around because she undoubtedly told him that if she saw him doing it, their marriage is over. So he DOES have self control, when it is in his interest to do so.
