Wasn't September 2008 before the election that brought us Obama?
It is amazing that most people have no idea that the almost one TRILLION dollars in "stimulus" money was granted every year of the Obama administration. Congress never passed a regular budget so both parties are to blame. Congress is almost completely corrupt.
That would be the Bush administration.
