In the Obama years, my guess is that EVERY new hire and EVERY promotion was scrutinized for "correct" ideology. ALL the government agencies should be assumed to be dominated by Leftists.

There’s THIS to back it up for upper level jobs & I’m sure it filtered down into the ranks to some/a great degree. The ‘appointees’ from the list(s) certainly would want those reporting to them to be of the same persuasion politically at least & perhaps religiously (Muslim) as well.
