It is the same basic bollards. The Military temporarily deployed to the border have been emplacing concertina, among other functions. The have strung about 200 miles worth. When it is hung on the American side of bollards, it makes them much more resistant to a ladder and rope, or ladder and slide attack.
There are a bunch of features that come with the visible bollards (sensors, alarms, cameras, lights, roads), that greatly improve detection and response. They are also supper strong against other attacks like breaching, tunneling or ramming through with a vehicle.
