The diplomatic cable from Beijing arrived in Washington late on Friday night, with systematic edits to a nearly 150-page draft trade agreement that would blow up months of negotiations between the world’s two largest economies, according to three U.S. government sources and three private sector sources briefed on the talks.
The document was riddled with reversals by China that undermined core U.S. demands, the sources told Reuters.
In each of the seven chapters of the draft trade deal, China had deleted its commitments to change laws to resolve core complaints that caused the United States to launch a trade war: Theft of U.S. intellectual property and trade secrets; forced technology transfers; competition policy; access to financial services; and currency manipulation.
U.S. President Donald Trump responded in a tweet on Sunday vowing to raise tariffs on $200 billion worth of Chinese goods from 10 to 25 percent on Friday – timed to land in the middle of a scheduled visit by China’s Vice Premier Liu He to Washington to continue trade talks.
The United States said on Wednesday the higher tariffs would go into effect on Friday, according to a notice posted on the Federal Register.

China’s Vice Premier Liu last week told Lighthizer and Mnuchin that they needed to trust China to fulfil its pledges through administrative and regulatory changes, two of the sources said.
Both Mnuchin and Lighthizer considered that unacceptable, given China’s history of failing to fulfill reform pledges.

This is a momentous turn and will affect markets and trade relations for years to come. The Chinese seem to believe that they can weather any adverse effects and that their “Belt and Road Initiative” will provide them with access to markets sufficient to offset declines in trade with the US. Yet the dysfunction of Chinese government decision-making also seems implicated, with China unable to overcome domestic resistance to reform of their long successful predatory trade and intellectual property practices.
Well they see that basically half the country is on their side and a demonic democrat party sabotaging him and his own party undercutting him at every turn. What shoild ee expect? They’re trying to eait him out. Hey...did Feinstein find a new driver yet?

The Chinese do indeed play the long game. I suspect they want to delay & drag out the negotiations, hoping for a more friendly Biden as Pres. I’d even guess the strong poll numbers for Biden, after formally entering the race, were a factor in the Chinese backtracking on numerous items they previously agreed to. They may be hoping a collapse on Wall Street (stock market) will force Trump’s team to back down. But... today the market is back up (at this time): The DJI is up +100 points. If that continues through Friday, and the Market at least holds its own the next few weeks, the Chinese may find they have miscalculated.
