I think we are going to see that intelligence collection resources and capabilities that were intended to combat terrorism were used to target political enemies. A grotesque abuse of power that must be punished.

The mission became one of monitoring US citizens and US nationals AND THEIR INTERACTION WITH FOREIGN AGENTS. If there weren’t enough foreign agents interacting with US persons of interest, then foreign agents would be ‘inserted’.
