Even if they did- it would amount to zero change in climate- reducing man’s CO2 from just 0.00136% of the atmosphere to say 0.000136% (which will take massive amounts of money to do and send us back into the pre electricity and gas engine dark ages) will do absolutely zero to change the climate- There is no thick blanket of CO2 trapping heat globally- and so there is no chance of global warming due to CO2- the climate is driven by the sun- period-

Passing the house is meaningless. Even passing the house AND senate would still be meaningless, since we are talking about a treaty that would require 2/3 of the senate to ratify, and that never happened.
