This is necessary to ensure that Russia can guarantee the functional integrity of RUnet (the Russian Internet segment) in the case of a foreign attack (either overt or covert).

RUnet is one of the most open Internet segments in the world. There is very little government-sanctioned blocking, and virtually nothing from the outside world is filtered. Occasionally, a particular site may be blocked by a court order (much like here in the US). Lots of people assume the Russian Internet is something like the Chinese one, but, I assure you, it is not.
