It would not surprise me if there are operatives who find unstable persons and goad them into committing shootings. Just to push for more gun control. If that was the case, with the number of incidents occurring, it would come out in investigation(s) fairly quickly. Some police (etc.) might cover something like that up, but, most would not. These shooters are a potential lethal danger to police going in to stop them, too.
