Why not just reverse all air conditioners? Heat the insides of buildings, and cool the world? Problem solved!
I figure the same sort of thing can occur to counter tropical storms. Say in Florida there is a storm developing and is gonna head towards the west coast of FL. Everybody that has a portable fan needs to go to the beach and point all those fans to the west. Storm stopped. Sheesh. How hard is that?
