I worked with some people that grew up in OC. They were telling me about some guy, probably 1970s, that was planning to poison a reservoir for LA, and had figured out how much of the chemical he needed for volume of water.
Somewhere along in his planning stage, he tried a "Do-It-Yourself" procedure to try to become a "woman", iirc, but survived to tell the tale.
