His behavior is consistent with no other explanation. He is working for a foreign power to sabotage the United States.

No foreign power needed. Unless you mean our intelligence agencies which have turned inward and now see themselves as a policy making branch who thinks Presidents serve at their pleasure, and they get final approval over his policy choices.
