No, its not.
Obama has been elected twice, so he’s not eligible to be President. And any VP candidate has to be eligible to be President.

Two points: 1) Being elected to a public office doesn't mean you get out of jail to serve.
Furthermore, 2) as a result of US laws, the Vice President must be able to become President in case the President is incapacitated, or as April Ryan would say, "gets his head lopped off." Thus Barry cannot be VP as he's already served the maximum time.
Speaking of maximum time, see point #1 above.
