But the larger question is, “Does the NSA have everything? Or, does it have metadata of just about everything, including White House communications?”

If the answer is yes, then further questions logically follow.

One of the questions that follows is why is the NSA spying on US citizens?

The NSA has all of it, but they cannot use it against anyone.
