Congress would need to amend that law (Immigration and Naturalization Act).
Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate.

If he couldn't get help from a Republican Congress he will get nothing from a divided one.
As per federal law he has the power to bar everyone.
Back when I did a little research on the anchor baby scam. It seems it was the State Dept who just unilaterally decided kids born here were citizens. No memo. No rule. No nothing. Just some idiot there decided they were and Bam! They were. Had nothing to do with law or a court decision or anything. Just instituted by the State Dept.
