How about telling the owners they had a report of a suspicious package on the premises so the owners would evacuate and surveillance cameras could be installed? If you or I announced there was a suspicious substance in a package so that we could gain access to a building, we would be charged with a crime. But is ok for the police to force an evacuation by scaring the occupants?
