The editorial approval is always turned down the first time, however the fee must be paid for each attempt to gain approval. You must also gain approval and submit an application for each additional writing implement you wish to use. Since electronic means allows both faster writing, and faster dispersal of produced communications, you must submit for each implement you would have used, at a ten-times fee, which will also automatically be declined the first time; and you must submit to a lengthy background check to determine whether you have annoyed a bureaucrat in the past, committed grammatical errors, or failed in any case failed to use serial commas - related or unrelated to your submissions - including on Twitter. That your Editor, or your high school English teacher disallowed use of serial commas shall not be considered excuse for prior failures. Further, repeated submissions shall be deemed evidence of your unworthiness to receive a permit.
