It may never be rebuilt.
The original Cathedral took over 250 years and whole forests to build it. It would take Billions to just rebuild. And the artwork will never be replaced.
There are no forests in Europe to replace the timbers used to support the roof and towers none.
We are witnessing a passing of a era.

There’s not the ARTISTS and workmen to replace it!
The world will make a point of rebuilding it. Art, windows and relics of saints will be lost, but Faith will persevere.
Now, if I were France, the first thing I’d do is erect a spire, as high as the original one. Standing alone if need be, lit up like a Christmas Tree, but over the skyline all the same. Just in case somebodys need something to remind them something happened. Then rebuild the church.
There are enough forests in Europe to build millions of Notre Dames. 10s of billion cubic meters of usable lumber. Perhaps you should clarify your statement?
