I seriously doubt that. A fire above, destroys below as well, given the extreme heat. I’m thinking this is an example of extreme incompetence and no real pre-plan for this type of event. I could be completely wrong, since we don’t know the details..... time will tell. Didn’t appear a decent response really got going till almost 2 hours after the fire. No excuse if that becomes a fact.
I have done emergency planning for hospitals and banks.
While it would be nice to have a plan for every contingency, there are some where the plan was evacuate and account for staff.
You cannot save everything.
