This is just blather by the city of Chicago. They didn’t charge him with anything. They let him go. On what basis can they even do a civil suit? This will be thrown out in the 10 seconds. They already tried him it’s not his fault that he got off lightly. Chicago is just trying to modify the outrage knowing that they will never win this.

I’m leaning the same way legally. There was no finding of facts in his case as charges were dropped, so though we know he faked the incident and filed a false report, why would he have to pay back money for an investigation with no findings?
It may play differently in a civil case before a jury just like in the OJ case however, as public opinion is not on his side.
They have damages for the costs of investigating a false police report.
They already tried him its not his fault that he got off lightly.
He was not tried - the States Attorney dropped the charges. But regardless, that has nothing to do with potential civil damages he may be found liable for.
Chicago is just trying to modify the outrage knowing that they will never win this.
They will have discovery, finding of fact, testimony, etc...and it appears the evidence is quite strong in their favor.
The state dropped criminal charges. This is a civil suit by the city. Apples and oranges.
And the city will win.
